In another bowl, mix together ground pork or chicken, cabbage, garlic, green onions, soy sauce, sesame oil, ginger, salt, and pepper.
Roll out the dough on a floured surface and cut it into circles using a cookie cutter or glass.
Place a spoonful of filling in the center of each wrapper.
Fold the wrapper in half and seal the edges by pressing firmly with your fingers or using a dumpling mold.
To cook, you can either steam the dumplings for 8-10 minutes or pan-fry them until golden brown on each side.
